nextcloud-setup-start service refuses to complete and tells:

Downgrading is not supported and is likely to cause unpredictable issues (from 26.0.13.1 to 26.0.12.2).

It should be either noted to the end User or there should be ways to revert together with Nextcloud's state (i.e. /var/lib/nextcloud).
