Deleting last root SSH key breaks system rebuild #37

If you add SSH key to the root user and then delete it, system won't be able to rebuild.

At the server creation it is handled by not having an array of keys at all — our system defaults kick in in this case. When deleting the last key, there is still an array, an empty one, which triggers the problem.
