The whole file was useless, because systemd ignores directive names, which begin with lower-case letter. Also BlockIOWeigth typo fixed.

The resulting NixOS configuration must be tested before merging. In particular, do the services behave properly under the expected load?
I don't know the full test suite or CI to conduct this.

a21da91f86 fix typos in resource/limits.nix 
The whole file was useless, because systemd ignores directive names,
which begin with lower-case letter. Also `BlockIOWeigth` typo fixed.
